Palliative and end of life care service development
The Palliative and End of Life Care Service Development team provides comprehensive, high level policy advice and collaborates closely with external stakeholders in palliative care service development, monitoring and evaluation.
More specifically the team:
- Provides policy direction and advice to government on palliative care priorities through development and operationalisation of state-wide frameworks and action plans.
- Works with internal and external stakeholders to drive service planning across the palliative care sector consistent with regional and state-wide clinical service planning.
- Works with internal and external stakeholders to drive service improvement and innovation across the palliative care sector.
- Implements Government palliative care budget and election commitments.
- Manages and administers Funding Agreements with non-government sector organisations.
- Manages and maintains relationships with key palliative, primary and other sector stakeholders both internal and external to the Department.
- Provides health planning advice and support to the Director Health Planning, senior managers and clinicians to effectively manage health planning activities.

Flinders University short course palliative care scholarships
We have partnered with Flinders University to provide education and training in palliative care for Department of Health (Tasmania) and non-government sector staff.
Successful applicants from round one are currently studying in semester one. Successful applicants will be notified no later than 28 June 2024. Study for semester two will begin on 29 July 2024.
Information for prospective applicants
We are offering government staff and non-government sector staff, with an intertest in palliative care, the opportunity to apply for a scholarship in either a certificate in palliative care or specialist certificate in palliative care from Flinders University, South Australia. Flinders University is a leading Australian tertiary institution providing online education and training in palliative care from short to post graduate courses.
Applications for one of two short course scholarships is now open.
Priority consideration will be given to the following applicants, including:
- those working in rural healthcare settings, including in district hospitals
- those working in emerging areas of palliative need, (especially North and North East Tasmania)
- those with an interest working in other health care settings
- palliative care staff from the non-government sector
Choosing the course
- The Certificate in Palliative Care gives an overview and introduction to best practice end-of-life care. It is structured to meet the needs of those who may occasionally come across people with palliative care needs in generalist settings. It is open to health care professionals, undergraduates, diploma-qualified and unregistered support workers.
- The Specialist Certificate in Palliative Care gives an overview of best practice and the opportunity to develop knowledge of the palliative approach to care because of their frequent exposure to palliative patients. It is structured to meet the needs of health professionals with an undergraduate degree and who are interested in further study.

The Certificate in Palliative Care is provided 100% online either full time or part time. Applicants may enrol at any time of the year. It can be completed in your own time, or you may be eligible for study leave from your workplace. Please discuss with your manager.
Once you are notified, we will provide your details to the University who will contact you regarding enrolment. It is your responsibility to undertake all relevant enrolment/admission procedures.
You must complete the course within 6 months of the date of enrolment.
If for any reason you are unable to complete the course within this time, you must contact the University course Coordinator to discuss your situation and the possibility of an extension. The University Course Coordinator will advise us of the extension.
Eligibility
This course is suited to staff who may or may not have a tertiary undergraduate qualification, working in generalist settings where they may occasionally come across a patient with palliative needs and who would like to add palliative care knowledge to their current skillset. This may include:
- Enrolled nursed or nursing aides
- Registered nurses
- Allied Health Professionals and allied health assistants
- Medical professionals
- Personal care assistants/support workers
- Volunteer ambulance personnel
- Paramedics

Specialist Certificate in Palliative Care

The Specialist Certificate in Palliative Care is provided 100% online either full time or part time. It can be completed in your own time, or you may be eligible for study leave from your workplace. Please discuss with your manager.
You must enrol in the course according to university intake schedules and commence study in accordance with university programming.
You must complete the course within 6 months of the date of enrolment.
If for any reason you are unable to complete the course within this time, you must contact the University course Coordinator to discuss your situation and the possibility of an extension. The University Course Coordinator will advise us of the extension.
Eligibility
This course is suited to staff with a tertiary undergraduate qualification, working in specialist settings (where palliation may be a feature of work performed, (e.g., In patient and community palliative care, oncology, renal, etc) and who wish to enhance their existing knowledge and skills or view palliative care as a future career path. This may include,
- Registered nurses.
- Allied Health Professionals
- Medical professionals
- Paramedics

Completion qualifies for 4.5 Unit credits (1 topic) in palliative care postgraduate certificate and diploma courses.
Scholarship funding
We will provide full funding for both the Certificate in Palliative Care- $1,200 +GST and Specialist Certificate in Palliative Care - $3,400 +GST. There will be no cost to successful applicants and there are no compulsory fees applied by Flinders University (i.e. students union etc).
Applying and assessment
Complete the application form. Applications will be assessed by an independent panel within Health Planning, Policy Purchasing Performance and Reform. Assessment will have regard to eligibility, and manager’s support, motivation statement.
Enrolment
We will notify Flinders University of your selection to undertake the Certificate or Specialist Certificate within 2 weeks of the round close date. Flinders University will then contact you regarding your enrolment.
There will be no cost to successful applicants for the course and there are no compulsory fees applied by Flinders University, (i.e., students union etc)
Successful applicants will be required to comply with Flinders University regulations and by laws and are encouraged to familiarise themselves with same.
Evidence of completion
Flinders University will provide the Department with evidence of course completion.
